President Paul Kagame received at his office the Minister of Foreign Affairs of Angola, Tete Antonio, who brought him a special message from President João Gonçalves Lourenço who is currently the mediator in the Luanda talks between Rwanda and the Democratic Republic of Congo.

President Kagame received Minister Tete Antonio on December 18, 2024. The Office of the Head of State said "This afternoon, at Urugwiro Village, President Kagame received His Excellency Tete Antonio, Minister of Foreign Affairs of Angola, who brought, as a special envoy, a message from His Excellency President João Gonçalves Lourenço, Luanda's mediator.”

Minister Tete arrived in Kigali after on December 14, 2024, Angola decided to postpone the talks that were to be held in Luanda between President Lourenço, Paul Kagame of Rwanda and Félix Tshisekedi of RDC on December 15, 2024.

This decision was taken after the delegation of the RDC at the ministerial level refused to negotiate with the M23 armed group, although they had previously agreed to Angola that they would negotiate with it through the "Nairobi Process" led by Uhuru Kenyatta who became the President of Kenya. President Lourenço, while on a working visit to South Africa at the beginning of last week, told reporters that he is confident that if he, President Kagame and Tshisekedi meet in Luanda, they will reach a lasting peace agreement. The return of the RDC set back other steps that had been taken in the Luanda talks, including agreeing on a plan to destroy the FDLR terrorist group and removing security measures that Rwanda had placed on the border.

Just when these talks were postponed, the Ministry of Foreign Affairs of Angola announced that President Lourenço will continue to contribute as a mediator to ensure peace and security in the eastern DRC and in the region.

The Government of Rwanda expresses its confidence that the Luanda talks will be resumed, and that it is willing to give a conclusion to restore peace and security in the eastern part of the DRC and the region in general.
