On December 3, 2024, President Kagame appointed Mukantaganzwa Domitilla President of the Supreme Court, replacing Dr. Faustin Ntezilyayo, while Hitiyaremye Alphonse was appointed Vice President of that court.
The Constitution of the Republic of Rwanda, in its article 154, provides that the President and Vice President of the Supreme Court are appointed by Presidential Decree after approval by the Senate.
The President of the Republic first consults with the Cabinet and the Supreme Council of the Judiciary.
Mukantaganzwa Domitilla was appointed President of the Supreme Court replacing Dr. Ntezilyao Faustin, born on November 11, 1964, was born at Kimihurura in the city of Kigali.
He was previously the President of the Rwanda Law Reform Commission since 2019. Mukantaganzwa studied primary school at Ecole Primary Kacyiru in 1971, he continued at Notre Dame de Lourdes de Byimana, now in Ruhango District, where he studied O'Level.
He then went to Lycee Notre Dame De Citeaux where he completed his A'Level where he studied economics, until 1983 when he entered the National University of Rwanda (NUR), now the University of Rwanda.
Rwanda (UR), where he graduated from the second cycle of the University in Law.
He holds a Master's Degree in Peace and International Relations from the Institute of Peace Studies and International Relations (HIPSIR) at the University of Hekima in Kenya, where he studied law at the Institute of Legal Practice and Development (ILPD) where he obtained a professional law degree.
Regarding his career, Mukantaganzwa joined the national service in 1987 as 'Assistant Burgomaster' of Nyarugenge Municipality before joining the Ministry of Agriculture as a registration officer.
After the Genocide against the Tutsis in 1994, he was appointed Director General in the Ministry of Social Affairs and Labor shortly before joining the United Nations Children's Fund, UNICEF.
Mukantaganwa was one of the members of the Law and Constitution Commission, which drafted the 2003 Constitution.
In October 2003, he was appointed as the Executive Secretary of the National Office in charge of Gacaca Courts until 2012. On December 4, 2019, he was appointed President of the National Law Reform Commission.

Mukantaganzwa is currently one of the members of the arbitration board of Unity Club Intwararumuri.
On the other hand, Hitiyaremye Alphonse was appointed the Vice President of the Supreme Court to replace Mukamulisa Marie-Thérèse, who was already a judge in the Supreme Court, and has worked in various positions in the State since 1996. From 1996-1997 he worked at the Embassy of Rwanda in France, as a communications officer, document and legal advisor, in 1998 he became an advisor to the Minister of Justice, in 1999 he became a human rights officer in that Ministry .
From 2000 to 2004 he served as the Prosecutor of the Republic, from 2004 to 2006 he served as the Inspector General of Public Prosecutions, from 2006 to 2013 he served as the Deputy Prosecutor General, then as a judge in the Court of Appeal and as a judge in the Supreme Court until now .
Hitiyaremye holds a master's degree in international law from Kiev University, and has conducted various international legal trainings.
