Rwanda has sent
to India its citizen named Salman Khan who is suspected of terrorist crimes,
which he is said to have committed in his country, and who fled justice in
Rwanda.
Rwanda handed him
over to the Indian delegation on November 27, 2024.
Salman Khan was
arrested following the request of the Government of India through INTERPOL.
The Prosecutor at
the National Level, Siboyintore Jean Bosco, pointed out that Salman Khan is
believed to have committed the crimes in India and fled to Rwanda.
He said,
"India has submitted a request showing that Salman Khan is wanted for
terrorist crimes, there are others who are imprisoned in their country, but he
tried to escape to Rwanda."
Adopted on
September 9, 2024, informed the Government of India.
On October 29,
2024, India sent Rwanda a request to extradite Salman Khan, which is being
evaluated by the Ministry of Justice.
The Minister of
Justice and the High Commissioner of State approved the request of India on
November 12, 2024 and gave permission for the suspect to be sent there.
Prosecutor
Siboyintore pointed out that although Rwanda and India have an agreement on the
exchange of criminals, but the laws of Rwanda include a provision that if a
country requests a criminal who is in Rwanda, the countries that sign a
memorandum of understanding will be given him.
He said, "We
can say that although Rwanda and India are countries that do not have an
agreement on the exchange of criminals, but our law determines the exchange of
criminals, including the clause that says that if a country requests a criminal
from Rwanda, even if we do not have an agreement, we can do it. It is an
agreement that whatever the Rwandan government asks for, it will be given to
him."
He continued to
show that Rwanda is not a place to seek asylum for suspected criminals.
He said, "It
is not a place of hiding, it is not a country where you have committed crimes
and come to hide in Rwanda."
He stressed that
Rwanda had sent Salman Khan to India, who had gone to hide there, as there are
other countries that are doing it specifically for the suspects of the genocide
against the Tutsis.
He also pointed
out that while the world is threatened by terrorist crimes, human trafficking,
Iyezandonke and others, there is a need to improve international cooperation
and Rwanda is the priority.
The
representative of the Ministry of Justice of India, praised how Rwanda's
cooperation was implemented even though there is no agreement on the exchange
of criminals between the two countries.
He indicated that
in the future there may be an agreement.
He emphasized
that terrorism is something that the country of India cannot tolerate and that
Rwanda is the same.
He confirmed that
Rwanda's performance sets a good example on the international stage.
