Rwanda and the Democratic Republic of the Congo have agreed and signed a plan that shows how the FDLR group will be destroyed, and Rwanda will remove the security measures it has put in place due to concerns about its security due to the problems in the East of this country.
This step was taken after talks between the two sides in Luanda, Angola. The Rwandan side was represented by the Minister of Foreign Affairs, Olivier Nduhungirehe, while the RDC was represented by Minister Therese K. Wagner.
It was also attended by the Minister of Foreign Affairs of Angola, Tete António as a mediator. During these discussions, both sides examined the document that shows the plan to destroy the FDLR group, which Rwanda has repeatedly shown as a threat to its security.

After agreeing on this plan both parties signed this document.
The Ministry of Foreign Affairs of Angola states that "since both sides have agreed on this point, the Ministers have decided that discussions on the points that have not yet been agreed upon should continue as soon as possible."
This document was signed by security experts from the three countries, who met in late August and early September this year. These activities are included in the project prepared by Angola, based on the decisions taken by the representatives of these countries at the ministerial level when they met in Luanda on October 12, 2024.
These experts from the three countries met in Luanda for the first time on August 7 and 8, 2024, to study the plan to destroy the FDLR. They met again in Rubavu region at the end of the month, preparing a report on how to destroy this group. The Luanda talks started in 2022 when the bad atmosphere in the relationship between Rwanda and the DRC.
At the beginning of that year, the RDC accused Rwanda of supporting M23, which in turn accused Rwanda of supporting the FDLR. It's a charge both countries deny.
The reason why Rwanda is in the Luanda talks is that the insecurity in the DRC has affected the relationship between the two countries, based on accusations that the countries accuse each other of joining armed groups, and there is a need to transfer Congolese refugees.
