The political president of the M23 armed group, Bertrand Bisimwa, has declared that the government of the Democratic Republic of Congo is a tool of the FDLR terrorist group.

Bisimwa declared that the fact that FDLR fighters claim to be refugees, and that the DRC government supports them, is not true because no country in the world has armed refugees.

He said, “I have never seen refugees with weapons in the country. It does not happen. Kinshasa uses the children of Rwandan refugees, enlisting them in the army. I have never seen refugees take the land of the country that hosts them, becoming its owners.”

He explained that children born in the DRC forests where the FDLR operates, receive military training and are taught to hate the Tutsi in this country and in Rwanda, becoming criminals who always want to commit crimes.

He said, “A child born in the forest in 1994, is the one who today became the leader of FDLR operations… Think about the children, when they are born, the only thing they know in life is ‘the one who caused all this for you, making you live in your country, is called a Tutsi, he is in Congo and Rwanda’. He repeats this morning, noon and evening, in the forest, and he suffers.”

He continued, “Ask that child what he will do with a gun in his hand. Imagine, what he will do? If he sees someone they have told him is an enemy, he can’t even shoot him in the head, he cuts him with a machete and that’s it. He is happy to eat his own flesh to relieve his suffering. That is the kind of refugee the Kinshasa government is talking about.”

Bisimwa said he expects the DRC government to prosecute FDLR fighters for crimes they have committed in this country, including murder and looting, but he also expressed doubts, citing the fact that the politicians who lead this country are working for the group.

He said, “Politicians are working for the FDLR in this country. We should tell the truth. To the extent that they support its message, to the extent that they become its spokesperson! So who is working for the other? That is the question. In reality, it is the Congolese government, civil society and armed groups that are working for the FDLR, that is the truth.”

He explained that in addition to working with the FDLR, it has reached the point where President Félix Tshisekedi of the DRC has promised the group to help it overthrow the Rwandan government.

He said, “The Head of State was happy to publicly declare, ‘We will help these people take power in their own country.’ Do you know what these people have done in our villages? Does the President know our country? Does he know its history? Does he know the suffering we have suffered?”

Bisimwa announced that M23 fighters are determined to stop the FDLR's violence in the DRC and the corrupt government that supports this terrorist group.

He explained that M23 will continue to facilitate the voluntary repatriation of Rwandans held captive by the FDLR, who are already being used to build the group, and that those who wish to remain in the DRC will also have their rights respected.
