Marcellis Blackwell, a 36-year-old former officer with the North County Police Cooperative in St. Louis, has pleaded guilty to 18 counts of deprivation of rights under color of law, specifically for s*xually assaulting 18 men he detained while on duty. The incidents occurred between November 8, 2022, and June 5, 2023, typically following traffic stops or arrests. Blackwell’s actions included abusive s*xual contact, with 16 of his victims handcuffed at the time. Many of the assaults took place in his police vehicle or after transporting victims to secluded locations, where he deactivated his body-worn camera to hide his misconduct.
The investigation into Blackwell began after a victim reported his assault to the North County Police Cooperative on June 4, 2023. As additional victims came forward, the FBI took over the case. It was revealed that Blackwell had falsified reports indicating his body camera was recording during these interactions, although he had turned it off on several occasions.
Blackwell’s sentence is set for November 24, with federal prosecutors requesting a 30-year prison term for his crimes, which have highlighted severe breaches of public trust and police conduct.
