Rwanda and Namibia Deepen Ties with New Correctional Partnership

Rwanda and Namibia have agreed on an implementation framework and action plan to bring into effect a Memorandum of Understanding on correctional cooperation signed earlier this year.

The signing was held this week during a two-day official visit to Namibia by Rwanda Correctional Service Commissioner General Evariste Murenzi, who was hosted by Namibian Correctional Service Commissioner General Raphael T. Hamunyela.

During the visit, both officials signed the framework, which outlines collaboration in a range of areas, including staff training and development, security intervention skills, and the sharing of information on correctional management and the rehabilitation of offenders.The partnership also extends to programmes for social reintegration and technical collaboration in areas such as biogas technology and agricultural production.

Murenzi and his delegation also visited the Lucius Sumbwanyambe Mahoto Correctional Service Training College, where they assessed existing programs in basic correctional training, administration, operations, leadership, and other fields identified for joint initiatives, including curriculum development, research, talent management, and secondment of training instructors.

The visit builds on the wider cooperation between the two nations established under a General Cooperation Agreement signed during the African Union Summit in February 2023, signaling the intention of both countries to strengthen institutional links within the corrections sector.

The newly signed framework opens the way for both correctional services to expand cooperation in several operational areas, including capacity-building for staff, advanced security strategies, and the sharing of expertise in inmate rehabilitation and correctional management.
