Rwanda and Somalia Strengthen Ties with New Cooperation Deal Signed in Kigali

On October 27, 2025, Hon. Olivier J.P. Nduhungirehe, Minister of Foreign Affairs and International Cooperation of the Republic of Rwanda, welcomed H.E. Abdisalam Abdi Ali, Minister of Foreign Affairs and International Cooperation of the Federal Republic of Somalia, who arrived in Kigali for a two-day official visit.

Both ministers reaffirmed that the relationship between Rwanda and Somalia is built on mutual respect, shared aspirations, and a strong sense of Pan-African unity. They emphasized that this visit marks a new chapter in strengthening bilateral relations and expanding cooperation across various sectors of common interest.

The ministers highlighted the positive progress achieved through existing collaborations in political dialogue, investment promotion, policing, and defence.

During the meeting, the two sides signed a General Cooperation Agreement and agreed to fast-track its implementation by setting up a Joint Permanent Commission (JPC). This commission will oversee the effective execution of current frameworks and identify new areas of collaboration, including justice, education, agriculture, ICT, and mutual legal assistance, among others.

The ministers also exchanged views on the ongoing peace processes in Doha and Washington related to the conflict in Eastern DRC. Rwanda commended Somalia’s role at the United Nations Security Council for representing Africa’s interests through its active participation in the A3+ Group.

Finally, both ministers agreed to enhance coordination and cooperation within international and multilateral platforms to promote shared interests and achieve mutually beneficial outcomes for both nations.
